INMO Public-Service Work-To-Rule Begins As HSE Monitors Service Effects

INMO members in the public health service began a work-to-rule on 30 September. The HSE says services will contact patients about local changes and is monitoring the effect of industrial action.

Members of the Irish Nurses and Midwives Organisation (INMO) working in the public health service began a work-to-rule at the start of their shifts on Wednesday, 30 September, according to the union. The Health Service Executive (HSE) has said it is monitoring service needs and impacts in each region.

The INMO said participating nurses and midwives would focus on duties necessary for safe patient care during rostered hours. Members would not work additional unpaid hours, attend non-clinical meetings unless needed for direct care, or cooperate with audits and reporting unrelated to immediate care.

In a statement updated on 30 September, the HSE said several health-sector unions had notified it of work-to-rule action beginning on 30 September and 1 October in connection with the public-service pay agreement. It said contingency arrangements were being discussed with unions and that protecting patient safety and minimising disruption were priorities.

The HSE said patients and service users should continue to seek care in the usual way unless advised otherwise locally. Services would contact people in advance about changes to their care, it said. 

Patients with appointments should follow communication from their own service and check the HSE’s service-disruption page for current local information.
